Interpretation Guidelines below for Ontario are intended to assist the parties in understanding
how the Ontario Rental Housing Tribunal interprets the law
that governs landlord and tenant relations in Ontario, that is, The Tenant
Protection Act. The following Interpretation Guidelines provide guidance to
Adjudicators who are Members of the Ontario Rental Housing Tribunal and who
judges landlord and tenant cases. In addition, the Interpretation
Guidelines promote consistency in decision-making. However, an Adjudicator
[Member of the Ontario Rental Housing Tribunal] is not required to follow a
Guideline and may make a different decision depending on the facts of the
